Tram systems in Tallinn
Tallinn is the capital and largest city of Estonia. It stands on the southern coast of the Gulf of Finland, approximately 80 kilometres across the sea from Helsinki, and is the country's principal political, commercial and cultural centre.
The city was historically known as Reval and developed as an important Baltic port and member of the Hanseatic League. Its extensively preserved medieval Old Town, divided between the upper town of Toompea and the lower town around Raekoja plats, is designated as a UNESCO World Heritage Site.
Modern Tallinn combines its historic centre with major port facilities, residential districts and a substantial technology sector. It is also the principal international gateway to Estonia, with frequent ferries to Finland and Sweden, national and international rail connections and Lennart Meri Tallinn Airport close to the city centre.
Urban public transport is principally operated by the municipally owned Tallinna Linnatranspordi AS, commonly known as TLT. Its services include trams, trolleybuses and conventional buses, supplemented by Elron suburban and national trains.
Balti jaam, immediately west of the Old Town, is Tallinn's principal railway station and an important interchange between trains, trams and buses. The main intercity bus station is served directly by trams at Bussijaam, while the tramway also connects the city centre with the Old City Harbour, Ülemiste railway station and Tallinn Airport.
Registered Tallinn residents have been entitled to free travel on the city's municipal public transport since 2013. Other passengers use the integrated Ühiskaart smartcard system or purchase contactless and time-based tickets.
Tallinn has Estonia's only tramway. The network is operated by TLT and uses the unusual gauge of 1,067 millimetres, sometimes known as Cape gauge. It is electrified at 600 volts direct current and serves approximately 45 stops.
Six regular routes, numbered T1 to T6, operate across the network. The letter T was added to the tram route numbers in August 2026 to distinguish them more clearly from bus and trolleybus services.
Line T1 connects Kopli with Kadriorg, while T3 runs between Tondi and Kadriorg. Lines T2 and T4 serve Tallinn Airport from Kopli and Tondi respectively, with T2 travelling through the Old City Harbour. Line T5 links Kopli with Vana-Lõuna, and T6 connects Kopli with Suur-Paala.
The compact network is centred on corridors through the city centre, with branches towards Kopli, Kadriorg, Tondi, Suur-Paala and the airport. It combines street-running track with segregated reservations and serves several of Tallinn's most important transport interchanges.
The fleet includes Tatra KT4 trams, reconstructed Tatra vehicles with low-floor centre sections, CAF Urbos AXL trams and Pesa Twist low-floor vehicles delivered during 2024 and 2025.
Tallinn's first tramway opened on 24 August 1888, when the city was known as Reval and formed part of the Russian Empire. The horse-drawn system was constructed to a gauge of 1,067 millimetres and initially connected the city centre with Kadriorg along Narva maantee.
Further routes were built along Tartu maantee and Pärnu maantee. The network used cars imported from Belgium and had grown to approximately seven kilometres by the beginning of the twentieth century.
Horse tram operation was interrupted during the First World War and ceased completely in 1918. The original network reopened in May 1921, initially using petrol-powered motor cars rather than returning to horse traction.
A technically separate tramway was constructed to the Kopli peninsula in 1915 by the Russo-Baltic and Böckler industrial undertakings. It was intended principally to carry workers between the city and the major shipyards and factories developing in northern Tallinn.
Unlike the city tramway, the Kopli line was built to the Russian railway gauge of 1,524 millimetres. This allowed it to handle industrial and freight traffic as well as passengers. Steam locomotives were initially used, followed by petrol-powered railcars.
The Kopli tramway continued operating when the horse-drawn city routes closed during the First World War. It therefore provided an important connection to the industrial peninsula during a period of considerable political and economic disruption.
Electric operation began on the city tramway on 28 October 1925, initially along Narva maantee. The system used 600-volt direct-current overhead equipment, the arrangement that continues to be used today.
Other routes were progressively electrified, and new tramcars were constructed locally using imported electrical and mechanical components. The conversion substantially improved capacity and reliability compared with the petrol-powered services.
The Kopli line was converted from 1,524 millimetres to the city's 1,067-millimetre gauge in 1931. It nevertheless remained physically separated from the principal network for more than two decades.
Tallinn was occupied successively by Soviet and German forces during the Second World War and suffered bombing and other wartime damage. Tram services continued whenever conditions permitted, and damaged infrastructure was repaired following the return of Soviet administration.
The formerly single-track Kopli route was reconstructed as a conventional double-track tramway during the early 1950s. It was connected physically with the rest of the city network in 1953, finally integrating the former industrial tramway with the municipal system.
A new depot at Vana-Lõuna was completed during the same period. The Tartu maantee route was extended towards Ülemiste in 1955, while subsequent reconstruction and extensions established the principal corridors that continue to shape the network.
Tallinn introduced East German LOWA and Gotha trams from the 1950s. These progressively replaced the older locally built cars and provided greater capacity for the rapidly growing city.
Czechoslovak Tatra T4 trams entered service from 1973, followed by articulated Tatra KT4 vehicles from 1981. The KT4 was particularly well suited to Tallinn's narrow gauge and tight curves and became the dominant vehicle on the network.
Extensive tramways were proposed to serve the large Lasnamäe housing district. Space for a segregated route was incorporated into Laagna tee during the 1980s, but the line was not constructed before the restoration of Estonian independence and the project was subsequently abandoned.
Tallinn retained its tramway following the restoration of Estonian independence in 1991. Used Tatra KT4 vehicles were acquired from several German cities, while parts of the existing fleet were modernised.
Twelve KT4 trams were reconstructed with a low-floor centre section and redesignated as KT6 vehicles. Track, overhead wiring, substations and stops were also progressively renewed.
Twenty CAF Urbos AXL low-floor trams entered service during 2015 and 2016. Their introduction was accompanied by major reconstruction of the route towards Ülemiste, while the Kopli corridor was comprehensively rebuilt during 2016 and 2017.
A new branch from Ülemiste to Lennart Meri Tallinn Airport opened on 1 September 2017. The project included a tunnel beneath the main railway and brought the tramway directly to the airport passenger terminal.
The airport branch initially formed the outer end of line 4. Its opening gave Tallinn one of the shortest and most direct tram connections between a European city centre and its principal airport.
Airport services were suspended in April 2023 to allow construction associated with the Rail Baltica terminal at Ülemiste. During the closure, trams from the city centre terminated at Suur-Paala.
Line 5 began operating between Kopli and Vana-Lõuna on 1 November 2023. The route restored a service number that had been absent for approximately 20 years and used existing infrastructure to provide an additional connection between northern Tallinn and the Pärnu maantee corridor.
A more substantial expansion brought trams into the Old City Harbour. The new route branches from the existing tracks near the city centre, serves the passenger ferry terminals and reconnects with the Kopli corridor near Linnahall.
The harbour tramway was formally opened on 29 November 2024, with regular line 2 services beginning on 1 December. It created direct rail access to one of the busiest passenger ports in the Baltic region and provided a new cross-city connection independent of the heavily used junction at Hobujaama. Construction of the future Rail Baltica Linda terminal included a new tram tunnel and altered infrastructure at Ülemiste. A passing track was also added at the airport terminus to increase capacity and operating flexibility.
Airport tram services resumed on 1 August 2026. Lines T2 and T4 now both serve the airport, with T2 providing a direct journey between Tallinn's ferry terminals and the airport.
The network was reorganised at the same time. The new T6 route took over the service between Kopli and Suur-Paala, while the letter T was added to all regular tram route numbers. Further information is available from Rail Baltica.
Tallinn is developing a new tramway to the densely populated Pelguranna district in northern Tallinn. The line would branch from the existing Kopli corridor near Krulli and use part of the alignment of the former Kopli freight railway before continuing towards the Stroomi Beach area.
Design work began during 2025. The original proposal envisaged a terminus close to Stroomi Beach, but the city administration elected to revise the alignment and provide its turning facility near Kolde puiestee. The revised location is intended to serve more residents, schools and other everyday destinations while reducing construction costs and disturbance near the coast.
Work to incorporate the revised alignment into the existing design and procurement arrangements was continuing during 2026. The project remains active, but its final route, construction programme and opening date have not yet been confirmed.

A second project would have constructed tram tracks across the southern side of central Tallinn along Liivalaia. The route was intended to connect the existing tramways on Tartu maantee and Pärnu maantee, creating an additional east–west corridor and reducing dependence on the central junction at Hobujaama.
The Liivalaia and Pelguranna projects were selected for further development in 2024, with substantial European funding expected to cover much of their combined cost. Design work began, and construction was initially considered possible before the European funding deadline in 2029.
The coalition which took control of Tallinn at the end of 2025 decided not to construct the Liivalaia tramway. Although the detailed design is being completed because cancelling the design contract would produce little financial saving, the finished scheme is expected to be retained for possible future use rather than built under the current programme.
The associated European funding is being considered for reallocation to other transport projects. The Liivalaia route should therefore no longer be presented as an active construction proposal. Further information is available from ERR News.
Tallinn has examined several other corridors as part of its longer-term transport planning. These have included tramways towards Järve and Mustamäe, northern Lasnamäe, Peetri outside the city boundary and other developing districts that currently depend principally on buses.
Earlier studies also examined routes towards Viimsi, Maardu, Väike-Õismäe and Tabasalu. Some would require substantial new infrastructure and additional depots as well as a larger fleet.
These corridors remain strategic possibilities rather than committed construction projects. The immediate expansion priority is the revised Pelguranna tramway, and no reliable construction or opening dates have been established for the other routes.
